Due to the nature of clients we work with here at Kinexus and the projects these roles will be based on, an Australian Government Top Secret Positive Vetting (TSPV) clearance is essential.

These opportunities do not have the ability to obtain sponsorship for a security clearance (including applicants who currently hold a security clearance seeking to upgrade).

ABOUT THIS ROLE

Learning and Development Officers assist in the successful delivery of products and services to end users.

Estimated start date: Friday, 01 August 2025

Initial contract duration: 12 months

Extension term: 12 months

Number of extensions: 1

Location of work: ACT

Working arrangements: ACT, 5 days a week in the office. Candidates must be willing to undergo ASD's Organisational Suitability Assessment (OSA) prior to engagement. Candidates required to have PV clearance.

JOB DUTIES AND RESPONSIBILITIES

  • Perform analysis, design, development, conduct and evaluation of complex learning and development activities. This includes the use of e-learning solutions where appropriate or required.
  • Plan, manage and direct complex learning and development activities.
  • Develop, implement and maintain supporting systems, policies and processes
  • Identify, interpret and clarify learning and development requirements to meet business needs and promoting a learning culture.
  • Work collaboratively with internal and external stakeholders on the provision of complex learning and development services.
  • Build and sustain effective relationships with internal and external stakeholders to achieve business outcomes and resolve problems.
  • Select and manage the provision of learning and development services.
  • Evaluate and recommend learning and development strategies for emerging capabilities.
  • Apply expertise, knowledge and skills to recommend solutions for a range of complex learning and development issues.
  • Share own expertise with others, guide and mentor less experienced employees, and work collaboratively to achieve business outcomes.

TECHNICAL SKILLS

  • Knowledge of e-learning systems principles and best practice for design and delivery.
  • Experience working with Microsoft 365 and other software applications.

SKILLS & EXPERIENCE NEEDED

Essential criteria

  • TMCR 4: Specifies the content and structure of learning and development materials. Takes responsibility for design, creation, packaging and maintenance and manages development to deliver agreed outcomes. Where required, designs, configures and tests learning environments. Secures external accreditations as appropriate.
  • ETLD 4: Prepares and delivers learning activities for a variety of audiences to meet learning objectives. Contributes to the design and selection of appropriate environments. Effectively uses a broad range of learning delivery techniques to enable learners to develop skills, capability, techniques and required knowledge. Develops and updates examples and case study materials. Observes and evaluates learners performing practical activities and work. Advises and assists learners to enable the delivery of learning objectives. Tailors the approach to learning delivery to enhance the experience of learners. Provides detailed instruction as necessary and responds to detailed questions in own area of specialisation. Adapts materials to meet the needs of learners.
  • INCA 4: Designs the content and appearance of complex information deliverables. Controls, monitors, and evaluates content to ensure quality, consistency and accessibility of messages and optimal use of chosen media. Understands and manages risks associated with publishing content. Moderates content and ensures content can be re-purposed appropriately. Reviews work of others and takes responsibility for ensuring appropriate publication.
  • RLMT 4: Prepares and delivers learning activities for a variety Deals with problems and issues, managing resolutions, corrective actions, lessons learned, and the collection and dissemination of relevant information. Implements stakeholder engagement/ communications plan. Collects and uses feedback from customers and stakeholders to help measure the effectiveness of stakeholder management. Helps develop and enhance customer and stakeholder relationships.
  • Australian Citizenship and a TSPV security clearance is essential

Desirable criteria

  • LEDA 3: Performs routine assessments of knowledge, skill, competency or behaviour using specified methods
  • QUAS 3: Provides detailed and specific advice regarding the application of their specialism to the organisation's planning and operations. Actively maintains knowledge in one or more identifiable specialisms. Recognises and identifies the boundaries of their own specialist knowledge. Where appropriate, collaborates with other specialists to ensure advice given is appropriate to the organisation's needs.
