ABOUT THIS ROLE

Learning and Development Manager drives the successful delivery of training products and services to end users.

Location of work: ACT

Working arrangements: ACT, 5 days a week in the office. Candidates must be willing to undergo ASD's Organisational Suitability Assessment (OSA) prior to engagement. Candidates required to have PV clearance.

JOB DUTIES AND RESPONSIBILITIES

  • Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
  • Accountable for setting work area priorities and managing allocated resources, workflows and reporting in alignment with business outcomes. Including codification and transfer of knowledge relating to activities undertaken under contract to Commonwealth Officers.
  • Lead and manage the analysis, design, development, conduct and evaluation of complex to very complex learning and development activities. This includes the use of e-learning solutions where appropriate or required.
  • Apply expert advice to influence business decisions using knowledge of learning and development products, services, policies and systems.
  • Understand the strategic objectives of the business and the links between learning and development systems and the people system as a whole, and apply expertise to develop effective solutions. This includes the use of e-learning solutions where appropriate or required.
  • Engage and influence stakeholders to shape and implement learning and development strategy and/or policy.
  • Build and sustain effective relationships and networks with internal and external stakeholders to achieve business outcomes and resolve problems.
  • Take the initiative to explore alternative courses of action and explore implications for learning and development activities in accordance with established frameworks.
  • Investigate, assess and establish best practice learning and development solutions in the context of the Australian Signals Directorate environment.

TECHNICAL SKILLS

  • Knowledge of e-learning systems principles and best practice.
  • Experience working with Microsoft 365 and other software applications.

SKILLS & EXPERIENCE NEEDED

Essential criteria

  • ETMG 5: Manages the provision of learning and development, ensuring optimum use of resources. Maintains, publicises and promotes a catalogue of learning and development activities. Ensures that courses are up to date and accredited (when required). Arranges facilities and schedules with learning and development providers as appropriate. Uses data to assess and improve the effectiveness of learning or educational activities.
  • ETLD 5: Manages the delivery of programmes of learning to ensure learning objectives are met. Plans and schedules the delivery of learning activities. Leads the design and selection of appropriate environments to support and enhance the learning experience. Customises learning activities incorporating relevant scenarios and case studies. Delivers learning activities to specialist audiences requiring the application of advanced technical and professional principles to unpredictable situations. Advises others in learning delivery techniques and options. Evaluates and monitors the performance of learning delivery activities.
  • INCA 5: Provides overall editorial control across the team or teams of content designers and authors. Advises on appropriate content formats and mediums. Develops and maintains content plans showing how the identified audience needs will be met. Oversees the review and approval of materials to enable requirements to be satisfied.
  • RLMT 5: Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.
  • Australian Citizenship and a TSPV security clearance is essential

Desirable criteria

  • LEDA 3: Performs routine assessments of knowledge, skill, competency or behaviour using specified methods
  • QUAS 3: Provides detailed and specific advice regarding the application of their specialism to the organisation's planning and operations. Actively maintains knowledge in one or more identifiable specialisms. Recognises and identifies the boundaries of their own specialist knowledge. Where appropriate, collaborates with other specialists to ensure advice given is appropriate to the organisation's needs.
