ABOUT THIS ROLE
Product Owners work closely with User Researchers and the rest of the delivery team to create and improve a product or service, ensuring it meets user needs. They are responsible for prioritising product component delivery, according to greatest user needs.

JOB DUTIES AND RESPONSIBILITIES
- Accountable for providing leadership and direction to ensure a high-level of integration and consistency in the management of projects and products within the Australian Signals Directorate Capability Programs.
- Accountable for managing and leading a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people.
- Accountable for planning and managing allocated resources, setting program priorities, workflows, work area strategies and evaluating business outcomes.
- Accountable for the development, implementation and monitoring of program strategies, plans and risks, enabling delivery and reporting on the requirements and expectations of the management of the Australian Signals Directorate assets.
- Provide strategic direction and clearly articulate goals to achieve program, project and product objectives in accordance with the Australian Signals Directorate policies and procedures.
- Build and sustain productive working relationships between the Australian Signals Directorate groups, and industry to support the Australian Signals Directorate Capability Programs.
- Engage, negotiate and sustain working relationships on very complex issues to understand and influence the stakeholder requirements.
- Analyse and implement program management options that achieve optimal use of the Australian Signals Directorate assets.
- Drive change management strategies and provide clear direction to manage performance and meet program delivery schedules.
Technical skills
- Formal qualifications in Project Management, Business Management or related field · Project Methodology certification. E.g. PRINCE2, PMP, Agile, SAFe · Proficiency in Atlassian suite of products, including JIRA, R4J, Xray and Confluence.
SKILLS & EXPERIENCE NEEDED
- PRMG 5: Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances.
- RLMT 5: Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.
- PROD 5: Acts as product owner/champion for one or more products or services. Manages the full product life cycle to ensure that customer/user needs are met and that financial and other targets are achieved. Selects, adopts and adapts appropriate product development methods, tools, and techniques. Analyses market and/or user research, feedback, expert opinion and usage data to understand needs and opportunities. Develops product propositions and determines product positioning and variants for different customer and user segments. Prioritises product and service requirements, develops product roadmaps and owns the product backlog. Coordinates customer testing and product launches and supports communications and training. Anticipates changes in customer/user needs. Adapts products, and creates product retirement and transitioning plans.
