About this role
An EL1 equivalent ICT Contracts Manager works with a degree of independence and is accountable to perform and achieve complex contract management of ICT related contracts within an integrated workforce. They will require extensive knowledge of and compliance with legislative frameworks, government decision-making and procurement and contract management processes/policies within a government and ICT context. The ICT Contracts Manager will be responsible for the ongoing management, administration and analysis of ICT related contract(s) within their scope of assignment. The ICT Contracts Manager will also have extensive knowledge relating to the methodology, systems and procedures within the contract management specialisation and have the ability to translate this into strategy and high performing contracts. They will provide a strategic level of specialist, professional and ICT technical expertise, and will initiate, establish and maintain strong relationships with a network of stakeholders internally and externally and will have the ability to recognise shared agendas and work toward mutually beneficial outcomes.
Candidates must be willing to undergo ASD's Organisational Suitability Assessment (OSA). The OSA requires a psychological assessment, which involves a questionnaire and an interview. JOB DUTIES AND RESPONSIBILITIES
- Negotiating contract terms
- Contract management lifecycle management from initiation to expiry or renewal, within an ICT context.
- Ensuring timely execution of milestones or contract deliverables in adherence with agreed terms
- Evaluate and address mitigation strategies for the risks associated with contract management activities, supplier's performance and compliance with mandatory requirements and suggest relevant improvement.
- Negotiate and resolve a variety of complex contractual issues, including failure to meet contractual obligations and remediation options.
- Promote change control processes and lead variation negotiations when necessary.
- Champion continual improvement programmes, jointly developing strategies and incentives to enhance performance.
- Undertake comprehensive financial evaluations.
- Ensure that lessons learned from reviews are documented and proactively promoted to all stakeholders.
- If requested, assist in procurement planning, tendering and contract formation activities while ensuring compliance with legislation, procurement policies, processes and procedures in order to support contract management outcomes, ensuring non-discriminatory behaviour and legal compliance throughout the relevant process.
- Develop strategic and commercially sensitive procurement related documentation including templates, schedules, correspondence, reports, submissions, plans and strategies, risk and performance
- Engage, negotiate and persuade clients and stakeholders and respond to/manage complex enquiries on contract management issues, taking the initiative to identify alternative courses of action to ensure resolution.
- Build, sustain and encourage productive relationships with supervisors, staff and other relevant stakeholders (internal and external).
- Monitor and manage contract administration, performance and risks against the contract and contribute to appropriate action. Reviews contract change proposals and other contract management documentation.
- Desirable: 3+ years of experience in ICT contract management, legal or procurement, with a strong understanding of contract law and negotiation. Batchelor's degree in Business Administration, Law or related field. Diploma of Contract Management. Cert IV Procurement and Contracting.
SKILLS & EXPERIENCE NEEDED
- Demonstrated understanding of, and experience in procurement and contract management within a government context and in compliance with the Commonwealth Procurement Rules, PGPA Act and Australian Government Contract Management Principles.
- Demonstrated organisational and administrative skills, with capacity to liaise and engage effectively with stakeholders and service providers in difficult environments.
- Strong written and oral communication, reporting and interpersonal skills.
- Demonstrated experience in overseeing and measuring the fulfilment of contractual obligations, including monitoring supplier performance and developing strategies to address under-performance, as well as identifying opportunities for continuous improvement
